Role Purpose:

The Deployable Child Protection in Emergencies (CPIE) Specialist provides technical support to Plan International’s country offices responding to medium and large-scale emergencies to develop, implement, monitor and evaluate child protection programs.

Dimensions of the role:

This position is responsible for assessment, response analysis, design, implementation and monitoring and evaluation of the child protection components of PLAN’s emergency response. S/he will need to co-ordinate with other Emergency Response team members and PLAN staff, especially Implementation Management and relevant technical sectors, to ensure a rapid, proportionate and effective response. S/he will need to ensure response to immediate child protection issues with simultaneous consideration of longer term needs and possible scenarios. The Specialist will need to take a very active role in technical co-ordination, support and advocacy with the country specific child protection coordination group and other stakeholders and technical agencies relevant to the sector.

The post holder will deploy (sometimes at short notice) to support Plan International’s country offices respond to specific humanitarian crises.

During deployments up to 5 staff may report to the post holder and a number of indirect reports.

Between deployments the post-holder will work on specific desk based tasks for International Headquarters.

The Person: The ideal candidate will have the following qualifications and experience.

• University degree in social work, social work, psychology, social sciences or related field. • Progressively responsible professional experience in child protection in emergencies work.
• Good knowledge of and experience in Minimum Standards for Child Protection in Humanitarian Action in the field. • Knowledge and understanding of key CPiE issues. • Experience of conducting child protection needs assessments. • Experience providing technical support and oversight to CPiE programs. • Experience of capacity building on child protection technical areas with a variety of audiences. • Experience in program design and proposal development and ability to secure funding from public and private funding streams • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment. • Fluency in English, written and spoken

Location: Office-based in a Plan Country/Regional/National Office (preferably in the home country of the candidate).

Type of Role: One Year Fixed Term contract

Reports to: Global Child Protection in Emergencies Specialist

Grade: 4
