Context
Solthis is an international medical NGO which aims at improving access to care for people in limited-resources settings. Its action is based on three modes of intervention: Health Systems Strengthening, Operational Research and Advocacy, with methodology based on multilevel & multidisciplinary approach: Care services delivery (medical and paramedical staff, midwives, therapeutic educators and psycho-social workers, etc.); laboratory (technicians, etc.); pharmacy (procurement, logistics supply chain teams, pharmacist, etc.); the health information system; and lastly the coordination bodies.
Position summary
The Administrative and Financial Manager ensures the administrative and financial management of the project according to the project timeline; providing financial reporting to the funders; and budget forecasts. He/she will work closely with the Coordination team and CFO, under the hierarchy of the Project Manager.
Tasks and responsibilities
1.Budget
Pilote the budget (several million $, multi-year grant, international institutional funder)
Ensure, in close collaboration with the co-implementers of the project, the combination of the budget information during the budgeting and forecasting process
Assist the Project Manager in decision making by submitting accurate and reliable financial information
Perform analytical reviews to ensure the quality of forecasting/ budgeting
Follow the detailed budget related to the different countries and tasks in coordination with the people in charge (administrative and finance country coordinator, country coordinator, experts from Coordination team) in order to support production of accurate financial information
2.Financial reporting
Produce the financial report for Coordination level
Coordinate and consolidate the quarterly financial reporting process
Control the existence, quality and eligibility of the accounting documentation of each co-implementers
Perform analytical review on the actuals, have a critical analysis of the figures with regards to the activities implemented in the countries of the project
Work closely with the administrative and financial country coordinators and country coordinators to prepare the reporting for each country
3.Narrative reporting, Monitoring & Evaluation
Gather elements for the semestrial narrative reports and prepare initial version for completion by the Project Manager and Coordination team
Update the M&E plan, target and logframe
Use the project datas to update the Logframe and follow indicators’ performance
Under request of the Project Manager, participate in the preparation of the deliverables to be submitted
4.Audits and relationship with donors
Is the dedicated interlocutor of the external auditors during the audits
Answer, and submit the accounting documentation to the auditors in collaboration with the co-implementers
Answer questions raised by the donor on the financial issues
5.Cash-flow management
- Manage the cash flow of the project : authorization of cash transfer to partner, cash management
6.Internal control & risk management
Ensure the respect of Solthis’ Internal administrative and financial procedures on this project
Update the manual of procedures and disseminate new versions towards the partners of the consortium
Ensure the respect of the manual of procedure dedicated to the project
Is in charge of Forex risk analysis
Work closely with the CFO and external legal advisor on contracts establishment, prepare and follow external experts’ contracts
Ensure the existence of contracts, MOU (Memorandum of Understanding) and proper authorization for each activity of the project in each country and at Coordination level
Address the risk of fraud and risks identified in the last report
7.Administration & logistics
Works closely with the PSM Expert on the administrative documents requested during health products exportation procedures
Support administration in organizing the international mission of the experts working on the project, including when participating in international events (conference registration, visa, hotels…)
Help preparing and takes notes of the Coordination team and Steering Committee meetings
Participate to Solthis’ daily life
Profile
Education
Bachelor’s degree (Accountability/Finance, Business School) and a minimum of 2 years’ experience in a relevant field, or a Master’s Degree and a minimum of 1 years in a relevant field.
Knowledge, skills & abilities
· Experience in resource-limited settings would be an added value
· Experience in and aptitude for multi-stakeholder training and facilitation
· An experience in auditing would be appreciated
· Strong organizational, analytical and reporting skills
· Fluent in English and French
· Management of IT tools, in particular the usual software (Word, Excel, PPT, Outlook…)

· Strong interpersonal skills
· Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks, while driving results
· Interest for international cooperation
Conditions
Status:« cadre » - 10 months short term contract (CDD) from December 2018 to September 2019
Salary & benefits : according to professional experience and grid Solthis + health insurance (of which 85% is taken care of by Solthis), Lunch vouchers
Location of work : Post based at Paris HQ with potential international business trips, under request of the Project Manager
