Overview of Plan International
Plan International is an independent development and humanitarian INGO with over 80 years of experience in working to advance children’s rights around the world focussing specifically on promoting girls’ rights and gender equality. Plan International UK (PIUK) is one of 20 national organisations which support programmes in over 50 low- and middle-income countries in Africa, Asia and the Americas.
The PIUK Disaster Risk Management Unit (DRMU) is a leader in the development of Plan International’s global humanitarian work and is committed to becoming a centre of excellence in key technical areas including SRHR. The DRMU aims to support country offices dealing with rapid onset and protracted crisis. PIUK uses its expertise to specifically address the needs of girls and boys, women and men and their communities affected by disasters and crisis with a particular focus on Disaster Risk Reduction, Resilience, Child Protection, Cash and Voucher Assistance and Education. We also mainstream Gender in our emergency programming by aiming to adapt our programmes to the differentiated needs, and participation of girls, women, men, and boys.
Background
Innovation is an area of growth for the PIUK DRMU. We are challenging ourselves to find new and impactful ways of tackling gender inequality and working with girls to find new ways to protect their rights. This means new types of programming, new bold ways to influence those with power, and new business models for Plan International and the sector.
The PIUK team is creating an enabling environment for innovation whereby specific locally based innovations are being developed and tested for scale up.
Purpose of the Consultancy
This evaluation is planned to allow Plan International to record the learning around a specific SRHR innovation. The evaluation will;
inform improvements in the specific innovation and support sustainability and transition strategies;
to learn and document lessons from design and development process of the innovation for replicating good practices and/or taking up approaches to innovation design with evidence of success
to generate a body of evidence that supports scale up of the innovation;
to learn and document lessons for replicating good practices and use findings to inform global SRHR in Humanitarian programming
to share findings at UK, country and regional level.
to continuously evaluate alignment to Humanitarian standards;
to inform continuous improvement on emergency responses and work in protracted crises
Deliverables
The evaluation will result in the following outputs/deliverables:
Inception meeting to discuss and clarify expectations of the evaluation
Inception short report which will include: detailed proposed work plan and evaluation methodology based on consultations with the Plan team and inception meeting
Evaluation tools finalised in consultation with the Plan team
Training of any staff or enumerators if required by the methodology
Remote data collection through the agreed methodology and timeline
Validation online workshop in country presenting initial findings, key recommendations and lessons to allow discussion and input from the team
Draft report with the executive summary addressing all objectives, evaluation questions, clear recommendations and lessons learned, submitted for input and feedback from Plan International UK and in country team.
Final evaluation report including all of the above incorporating feedback from Plan along with all relevant appendices
Presentation of the key findings, lessons learnt and recommendations
Timeframe
The timeframe for the work outlined under this consultancy is 1st May to 30th June 2021.
The consultancy is expected to take 20-25 working days to be completed.

Profile of Consultant:
Essential
fluency or working proficiency in English;
university degree or equivalent work experience in a field relevant to humanitarian response;
extensive knowledge and demonstrable experience working on or evaluating innovative programming in humanitarian field;
academic or equivalent experience in public health, preferably Sexual and reproductive health
demonstrable experience in implementing research methodologies, including quantitative and qualitative data collection methods;
significant experience in evaluations, and/or reviews for health or sexual reproductive health and rights sector programmes.
experience on working with gender responsive methodologies
extensive experience working with project stakeholders including officials from government agencies, research organisations;
experience of working with a variety of organisations to collaboratively design or deliver projects;
strong analytical skills including experience of collecting and analysing primary and secondary data;
Strong analytical, facilitation and communication skills, especially with regard to working with young and adolescent girls and boys.
Good understanding of innovative participatory methodologies with proven background in evaluating projects or interventions that have been designed with the community and local stakeholders.
excellent communication skills both written and spoken, including ability to write succinctly and clearly;
excellent skills in writing reports;
good working knowledge of key humanitarian donors including donors that focus on Innovation e.g. FCDO, UN, START, Elrha and other innovative funding mechanisms;
good working knowledge of main Innovation in Humanitarian actors
politically and culturally sensitive with qualities of patience, tact and diplomacy;
computer proficiency particularly with MS Office packages.
Knowledge of child protection procedures when working with children and youths and adolescent girls in particular, as well as experience with implementing child and/or youth friendly evaluation methodologies.
Desirable
experience in a range of humanitarian contexts including first response and protracted crisis;
experience of and commitment to working through systems of community participation and accountability, especially safeguarding;
significant experience in gender sensitive and transformative programming, preferably with young people, and adolescent girls in particular
Level of interaction with children and adolescents
- potentially remote interaction through online FGD or KII.
