The Opportunity
Plan International seeks an outstanding Deputy Team Leader [Position ****Contingent upon the pending and full ToR being published by the donor and *Contingent upon successful securing of the funding by Plan International*] to provide overall support to the Team Leader in ensuring effective programme management and quality delivery of the anticipated UK Foreign, Commonwealth & Development Office’s (FCDO) funded programme in Sierra Leone which will aim to improve access to education, learning, and sexual and reproductive health information for over 800,000 adolescent girls and children with disability in Sierra Leone. The programme will be delivered over 5 years (TBC). Further details including budget and geographical scope are yet to be confirmed.
Responsibilities
- Provide support to the Team Leader across overall fund and project management
- Coordinate consortium partners to ensure project activities are being delivered against the project workplan and donor agreed milestones (this could include Payment by Results modalities, pending final programme ToR)
- Coordinate consolidation and quality submission of project reports to time, and in line with agreed governance structure
- Support the Team Leader in developing annual programme workplans and budgets
- Work closely with the Finance Manager to ensure that optimal procurement and finance systems are in place, ensuring that FCDOs Value for Money (VfM) approach is applied across all aspects of the project
- Support Technical Experts and M&E Manager to ensure there is a robust and effective monitoring, evaluation, and adaptive learning process in place
- Support capacity building across key partner organisations, as and when required, ensuring they are aware of, and compliant with, donor and Plan standards
- Support the Team Leader in coordinating and liaising with other key regional and national stakeholders, consortiums, and other relevant donor-funded projects
- Support the Team Leader in representing the project externally, as needed
GENERAL ACCOUNTABILITY
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Ensure staff understand Plan International’s commitment to driving a feminist agenda within the organisation, and the ambition for gender equality and gender transformative leadership is embedded in our value- based leadership framework.
The Person
In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:
Extensive experience working on large, complex, donor-funded programmes in challenging environments, ideally in Sierra Leone
Previous experience of acting as a Deputy Team Leader is essential
Extensive applied technical knowledge in thematic areas of education, girls learning, and/ or SRHR
Strong relationships with sector specialists and relevant government offices in Sierra Leone
Experience in fund management and reporting for large complex consortium-led projects
Experience in managing FCDO commercial contracts or other key donor contracts (USAID, EC, other) with preferably a demonstrated applied knowledge of FCDO procedures and Payment by Results Programming
Experience in implementing robust M&E and Learning frameworks in large complex projects
Experience in implementing Adaptive Management programming
Experience in implementing behavioural change programming models would be an advantage
Demonstrable understanding of the concept, and strong track record in delivering VfM
Strong financial management and reporting experience
Clearly demonstrated public speaking skills with the proven ability to represent the programme to a variety of audiences, ranging from civil society, government dignitaries, donor, and community representatives
Strong understanding of the contextual challenges faced by communities in Sierra Leone as well as solid working experience in the country
Advanced report writing skills
Diploma and languages
- Degree in a relevant field, for example, Education, Gender and Education, Gender Studies, Gender and Development, Development Studies, or Sociology
- Fluency in English
- Knowledge of languages spoken in Sierra Leone would be an advantage
Type of Role: Fixed term contract (number of years TBC). Contract will be renewable on annual basis depending on performance, funding etc.; Unaccompanied position
Location: Freetown, Sierra Leone. Travel to programme field locations required (frequency TBC)
