This proposed consultancy will help analyse the policy and influencing agenda for WASH at Plan UK:
- To inform WASH policy positioning for Plan UK
- To prioritise and improve Plan UK’s WASH policy influencing agenda
This suggested analysis would allow Plan UK to:
- Improve the understanding of DFID WASH priorities and approaches
- Provide an analysis of the niche that Plan UK could hold in the WASH sector in policy influencing
- Understand the opinions and opportunities that others see for Plan UK in the WASH sector policy environment
- Reflect on the internal strengths/weaknesses and the external WASH environment opportunities
- Develop a policy / advocacy strategy to influence DFID and other strategic targets
The work would be carried out by a consultant, in close collaboration with the Plan UK WASH technical adviser, advocacy and research manager and the Plan UK WASH Coordination group.
Key activities to be conducted by the consultant will include:
o Review and analysis of Plan UK documents: WASH reflection note; Plan UK project mapping; Plan UK WASH Theory of Change and research priorities capabilities statement; existing Plan UK program and project documents
o Analysis of DFID WASH documents (global and country level) and skype interviews with DFID stakeholders and country offices
o Review and analysis of the Global network WASH documents, research and priorities. Interviews with key global WASH network stakeholders
o Key stakeholder interviews with WASH sector stakeholders (who could include DFID, other donors, WASH NGOs and CSOs)
o Facilitate a roundtable with key stakeholders on policy influencing in the WASH sector
o Data analysis, report writing and recommendations
The expected results would be a written report with clear analysis and recommendations for Plan UK, developed with broader sector feedback and in consultation with the Plan UK WASH coordination group

· Strong planning and report writing skills
· Significant experience in Policy and stakeholder analysis in the UK and overseas
· Previous experience carrying out mapping/landscape analysis exercises and advising on policy direction
· Knowledge and understanding of the UK and Global WASH sector
· Experience working for large NGOs/institutions on rights based programming and policy approach
· Preferable knowledge/ experience of DFID programme management
· Experience facilitating meetings and workshops
· Consultative approach
